JCPL is a member of OWL, the Organization of Watauga Libraries. All public libraries in Carter, Greene, Johnson, Sullivan, Unicoi, and Washington counties share a common computerized catalog system. With this system, patrons can find and request books from any OWL library.

Interlibrary Loan

The Johnson City Public Library has a Courier arrangement with the other libraries of the Northeast Tennessee Library Network. The entire collection of the Network is available for searching online. Books that are available at other libraries in the Network can be requested through the Courier service by placing a request. Some items are not eligible for loan, and any requests placed on these items will be cancelled. Some items not available for loan are: new books, DVDs, videos, CDs, audio books, or books that are currently in high demand. The owning library has the discretion as to whether or not an item is loaned. To place a request on a book that appears at a location other than Johnson City Public Library log onto the online catalog using your library card number, call or come by the Information Desk on the second floor, or call or come by the Circulation Desk on the first floor. Contact Information at 434-4454 or email us at phoneroom@jcpl.net. Contact Circulation at 434-4455 or email us at circulation@jcpl.net.

If a book you need is not available in our library or in the Northeast Tennessee Library Network, we can try to obtain the item through Interlibrary Loan. Interlibrary Loan is a courtesy extended among most libraries in the United States. While this service is free within the state of Tennessee, libraries in other states may charge ($10.00 minimum) for this service, and we pass this charge along to you. To request a book by Interlibrary Loan, call or come by the Information Desk on the second floor. Our phone number is 434-4454 or you can send us an email at danielw@jcpl.net.

The Reference staff will make every effort to secure books and photocopies for users with JCPL Library Cards in good standing. Please come to the Information Desk on the second floor to make ILL requests. Be prepared to provide as much information as possible about the requested item.

There are a few exclusions to this service:

  • Books published within the last year may not be requested.
  • Audio-visual materials such as videos and sound recordings may not be requested.
  • Photocopies are limited to 20 pages and must comply with copyright requirements.
  • Genealogical materials are not usually available for loan.

We will be happy to provide you with locations for materials not available for loan.
