JCPL is a member of OWL, the Organization of Watauga Libraries. All public libraries in Carter, Greene, Johnson, Sullivan, Unicoi, and Washington counties share a common computerized catalog system. With this system, patrons can find and request books from any OWL library.

Get a Library Card

Qualifying area applicants may apply for a free library card. Cards are available to Non-residents for a $25.00 per year fee. Children 3 to 15 may obtain a card when accompanied by a parent or legal guardian.

To obtain a library card, you must:

  1. Fill out an electronic registration form using the link below
  2. Appear in person at the Circulation Desk
  3. Provide current photo identification (with BIRTHDATE)
  4. Provide an additional form of recently dated current address verification (such as a utility bill)

Most first time borrowers are allowed to check out two items. The charge for the first replacement card is $1.00. Additional replacement cards will be $5.00.

We ask that you bring your library card each time you wish to check out materials and remind you that library cards are necessary for using computers at the library.
